Potable Water Rates and Fees Schedule
CHARACTER OF WATER SERVICE
Water is pumped from the wells to the Water Treatment Plant, where it is filtered, treated and transmitted by mains to the individual service lines.
RESIDENTIAL & COMMERCIAL USAGE
Meters are read during the months of March, June, September and December to follow a quarterly billing system. Bills will be mailed the first week following the end of the months listed. Accounts are considered delinquent 30 days from billing date, at which time 1.5% per month (18% per year) interest may be levied on the outstanding balance. Delinquent accounts are subject to lien; a $75 filing fee will be added to any outstanding balance should a lien be filed for non-payment. A shut-off warning notice may also be sent. Customers subject to service shut-off will be charged a reconnection fee of $125, and any balance will be due in full before service will be reinstated.
Effective January 1, 2023, potable water will be billed as follows:
- Residential water usage: Flat rate of $1.55 per hundred gallons.
- Commercial, Taxpayer: Flat rate of $1.82 per hundred gallons
- Non-precinct Taxpayer: Flat rate of $3.15 per hundred gallons
SERVICE CALLS
Work performed by Village District personnel is billed on an hourly basis (labor rate below). The minimum charge on any call is for the equivalent of one hour’s effort.
SEASONAL SERVICE TURN-OFF/ON
Please note that to arrange a water turn-on or a water turn-off requires at least a 48-hour notice. Please contact the District Office to schedule an appointment. There is no charge to turn off a service for the season. The homeowner will be billed $75 when service is turned back on.
LABOR RATES
Regular Working Hours (7AM-3:30PM) Monday through Friday – $75 per person per hour.
Nights, Weekends, Holidays – $150 per person per hour.
SERVICE CALL LIABILITY
When it is determined that the service call is a liability of the Village District, the municipality will assume all costs.
The service line which runs from the curb stop into the residence, excluding the water meter and the remote reader, is the customer’s responsibility.
SERVICE CONNECTIONS
A $500 non-refundable application fee plus a service connection fee of $4,000 will be paid at the time the application is submitted. If connection costs exceed the $4,000, the homeowner will be billed for the difference.
The actual costs of blasting and paving repairs are the owner’s responsibility.
PRIVATE WELL REVIEW
A non-refundable processing fee of $100 will accompany an application and site plan. If an owner, at a later date, requests a hookup to the water system, a fee which covers the service connection and a non-refundable administrative fee which are currently $4,000 and $500 must accompany the re-application.
METER INSTALLATION
There is no charge for the visit to install a meter and a remote reader when all the plumbing is in order. Effective January 2020 the VDE will no longer provide the meter horn. There is a $250 charge when Village District personnel are scheduled to turn on the water only to find that the Village District’s meter installation requirements have not been met.
THEFT OF SERVICES
The street curb stop valve is the property of the Village District of Eastman and is to be operated only by Village District Personnel. If the Village District determines that any unauthorized person has opened or closed a street valve, the owner of the premises will be held responsible and fined $250.
The meter and remote reader are property of the Village District of Eastman; by-passing, tampering, removal of the meter, remote reader, or breaking their seals is prohibited. The owner of the premises will be held responsible. The Village District may take the following actions including, but not limited to: suspending water service, levying a minimum fine of $250, require a payment for estimated usage, and legal prosecution.
ACCESS
THE VILLAGE DISTRICT HAS THE RIGHT TO ENTER THE PREMISES (at any reasonable time) FOR THE PURPOSES OF INSTALLING, READING, OR REPAIRING THE METER, AND INSPECTING THE BACKFLOW PREVENTER.

CHARACTER OF SEWER SERVICE
Sewage is collected and pumped to Clearwater Drive, where lagoons pretreat with aeration prior to pumping to holding ponds past John’s Glen.
RESIDENTIAL & COMMERCIAL CONNECTIONS
Sewer customers will have a section on their water usage statement showing the quarter’s applicable sewer operating fee and usage charge. Accounts are considered delinquent 30 days from billing date, at which time 1.5% per month (18% per year) interest may be levied on the outstanding balance. Delinquent accounts are subject to lien; a $75 filing fee will be added to any outstanding balance should a lien be filed for non-payment. A shut-off warning notice may also be sent. Customers subject to service shut-off will be charged a reconnection fee of $125, and any balance will be due in full before service will be reinstated.
Effective January 1, 2023, wastewater connections will be billed as follows:
- Residential: Operating fee of $183.58 per quarter, with a water usage rate of $.111 per hundred gallons.
- Commercial: Current flat rates will see an increase of 5%.
